Full Compliance Management
QIS does all of the "leg" work required to track a carrier's Operating Authorities, Customs Clearances, Insurance
coverage, and contractual requirements for our clients. This service tracks virtually all information with respect to a
motor carrier. The client sets the rules and QIS enforces them by directly interacting with all monitored motor
carriers. Motor Carriers must provide all operating and business entity data. Certificates of Liability Insurance,
with the client named as the certificate holder, are tracked and only accepted from an Insurance Agency. The carrier's
operating authority status is checked daily and the client and carrier are notified of any concerns. All reports are
designed to meet the requirements of the individual client while insuring that the client can prove an
ongoing Due
Diligence with respect to the carriers they employ. Daily downloads of Insurance and Authority data are provided as
part of this service. The client is also provided with 24/7 access to their data via the internet.
How QIS operates
Beyond the scope of data collection, data entry, and reporting, QIS provides full interaction with all monitored Motor
Carriers with respect to any monitored item. Examples of monitored items include, but are not restricted to:
- Insurance coverage
- Interstate, Intrastate, Extra-provincial, and Intra-provincial operating authorities
- UCR, IRP, and IFTA registrations
- DBE, MBE, WBE status
- Customs clearance participation
- ISO, Q1, etc. certifications
QIS works directly with all motor carriers to ensure that these authorities are kept in good standing. This is
achieved by:
- Obtaining and Maintaining strong contacts within each monitored Motor Carrier's Organization.
- Notices of pending FMCSA actions and how to correct the conditions initiating the action.
- Obtaining appropriate contacts within each monitored Motor Carrier's Insurance Agency.
- Providing notices of pending insurance lapses for all monitored motor carriers.
- Handling all calls from Motor Carriers with respect to insurance and authority issues.
QIS also interacts with all Insurance Agencies to ensure the coverage of all motor carriers are in total compliance
with the specified requirements. QIS always requests insurance certificates of liability insurance prior to the lapse
of coverage to ensure that the carrier will not be operating without appropriate insurance. When this is not completed
prior to a lapse of coverage, QIS notifies the client of the lapse and simultaneously removes the carrier's cargo
coverage to prevent that carrier from being issued a load.
QIS provides a complete reporting package including data analysis, carrier insurance and authority status, emergency
notifications, and restriction requests. These reports are designed to ensure that the client can prove they are
committed to, and are maintaining, a high level of
Due Diligence with respect to the motor carriers they use. With the
exclusion of the emergency notifications, the frequency of all reports are specified by the client.
QIS provides it's clients with an internet web site which is updated simultaneously when QIS modifies a motor carrier's
insurance data. The web site is driven by a server side database that may be queried by the client's systems. The web
site can be completely tailored to the clients needs.
Finally, all data and reports are provided to the client on a CDrom at the end of each billing period. This CD includes:
- All monthly reports covering Authority, Insurance, and Safety performance / ratings
- Backups of all Certificates of Liability Insurance
- All data collected from each Motor Carrier
- Historical backups of the Daily data downloads
- Historical data of all changes that have occurred to the Client's database
- Monthly Invoices
DIY Compliance Management
QIS knows that not all Brokers, Shippers, or 3PLs need to incorporate a complete Compliance Management service into
their daily business activities. Therefore, QIS provides a Do-It-Yourself Compliance Tracking option. This option
allows clients to augment the data they already collect, thereby fulfilling their Due Diligence requirements. This
service, like others in it's class, is tailored to the client's needs and designed to fill in any gaps left by the
client's current data collection system.
AuthStat®
AuthStat® clients receive daily Authority Status updates concerning all of their tracked carriers. This report
is classified as an alert notification that the FMCSA has taken an action against a carrier. The reported actions include:
- Name Change
- Added Authority
- Notice of Action
- Revocation of Authority
- Reinstatement of Authority
- Transfer of Authority
Find-A-Carrier®
QIS' Find-A-Carrier service provides the ability to locate Motor Carriers that can handle your Cargo requirements.
Because you specify the load types you need moved, only active carriers that handle that type of cargo will be returned
by our search engine.
The
data includes:
- Company Name and DBA
- USDOT and FF/MC/MX number
- Authority Status
- FMCSA Contact information1
- FMCSA Safety Rating
- SafeStat Data2
- Automobile, Cargo, and/or Surety Bond data
- Transported Cargo Classifications
- FMCSA Actions with respect to each Carrier listed
1. Contact data will be as accurate as what has been filed by the Motor Carrier with the USDOT/FMCSA.
2. All Safestat ratings are updated midmonth by the FMCSA. (ex. July data is made available mid August)
PreVu Carrier®
The PreVu Carrier® service allows our clients to get data on a carrier prior to incorporating them into their
carrier base. The reports contain all Safety and Authority information available prior to the actual registration process.
This service allows for up to 20 carriers to be prescreened at a time.
AuthTrak® WatchDog
Designed to provide the individual motor carrier with a mini authority department. This service provides the
client with an Alert Notification that the FMCSA has taken action against their operating authority and inform them
how to correct the condition that caused the action. The client is notified the day the Action is taken and again 10
days prior to a potential revocation. The client also receives a monthly status report of all monitored data, allowing
the client to correct any errors or challenge Safety data reported by the FMCSA through the DATAQ system.
