Intrastate/Intraprovincial Operating Authorities

The introduction of the Unified Carrier Registration system will have a pronounced effect on Carrier registration procedures and requirements. Examples of these changes include:
  1. Contrary to popular belief concerning the "Sun setting of the ICC", many jurisdictions continue to issue an Intrastate or Intraprovincial Operating Authority. These authorities are verified through the regulatory authorites of the following jurisdictions:

    Alabama, Arkansas, California, Colorado, Georgia, Hawaii, Illinois, Iowa, Kansas, Michigan, Minnesota, Mississippi, Missouri, New Mexico, New York, Ohio, Oklahoma, Oregon, Pennsylvania, Quebec4, Rhode Island, South Carolina, Tennessee, Texas, Virginia, Washington, Wisconsin, Wyoming.

  2. To verify the Intrastate Operating Authority of a specific carrier, A UCR registration1 (expected midyear 2007), IRP2 Cab Card(s), and IFTA3 License documentation must be submitted for the jurisdictions listed below. This documentation should also include a statement that Liability insurance has been filed as appropriate for that jurisdiction.

    Alberta, Arizona, British Columbia, Connecticut, Delaware, District of Columbia, Florida, Idaho, Indiana, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Manitoba, Montana, Nebraska, Nevada, New Brunswick, New Hampshire, New Jersey, Newfoundland/Labrador, North Carolina, North Dakota, Nova Scotia, Ontario, Prince Edward, Saskatchewan, South Dakota, Utah, Vermont, and West Virginia.

  3. The following jurisdictions are not members of UCR1, IRP2, or IFTA3. Operating in these regions requires an Extraprovincial Operating Authority and fees to be paid at Ports of Entry, specified Weight Stations, over the phone, or by purchasing them over internet. Access to these jurisdictions requires either an Extraprovincial operating authority or having filed appropriately with British Columbia, Alberta, Saskatchewan, or Manitoba:

    Alaska, Northwest Territories, Nunavut, Yukon Territories.

  4. Intrastate only carriers must annually submit copies of their state issued operating authority receipts. Include your Intrastate only identification number, if domiciled in:

    Alabama, Colorado, Florida, Georgia, Iowa, Kansas, Kentucky, Michigan, Minnesota, New York, Ohio, Oregon, South Dakota, Tennessee, Utah, West Virginia, Wisconsin

  5. Proof of UCR Registration, Copies of IRP2 cab card(s) and IFTA3 License, and Intra-jurisdiction license receipts must be submitted annually. If the IRP cab card(s) is not in your company's name, include State issued cab cards showing the name of the lessee on the IRP cab card and your company as holder of the authority.

  6. If claiming Intra-jurisdictional authority in a foreign country you must submit sufficient documentation to establish the validity of the claim.

  4. Authority must indicate Intraprovincial movement of General Commodities.
