Insurance Monitoring

QIS only accepts insurance data directly from Insurance Providers, eliminating the potential of nearly all forms of fraudulent reporting. Periodically, QIS audits insurance providers by verifying the policies issued through the Insurance Companies affording coverage. QIS also enforces the requirement that our customers are the Certificate Holders as part of our insurance monitoring program.

As insurance forms are processed, electronic copies are immediately provided to our clients. Daily transmission of electronic files are used to update our client's insurance databases, ensuring that they have access to the latest information available. Once each month all active carrier's Insurance Forms and current operating authorities are copied to a CDRom and sent with the Monthly reports. Operating Authority Tracking

Surprisingly, a Motor Carrier's true operating authority is one of the most difficult aspects to determine and track. The abundance of myths concerning the need for an Intrastate / Intraprovincial Operating Authority has produced so much misinformation that it has become almost impossible.

Today, nearly half of the NAFTA jurisdictions require an Intrastate or Intraprovincial operating authority and yet, even in those jurisdictions, the rules may not always apply.

There are also many notions about how the Unified Carrier Registration (UCR), the International Registration Plan (IRP), and a USDOT/ICC number interact to establish the true operating authority of a Motor Carrier. Then as if this confusion isn't bad enough, there are those who do not comply with the laws or masquerade as a "Motor Carrier" while they are really functioning as broker.

QIS sorts out all of these issues and more. Our Clients know the "real" situation, there is no guess work, no "So-and-So said". Our Intrastate and Intraprovincial Operating Authority monitoring reports are based on direct one-to-one contact with all of the Regulatory Agencies involved. QIS has established contacts within each jurisdiction to verify the authority status of any Motor Carrier. Our Interstate authority reports show not only where a carrier may operate without purchasing trip permits, they also inform our clients about how the various registration systems are being employed by each carrier tracked. It is with this knowledge that QIS' clients make their decisions on not only who to ...more hire, but how best to utilize the services a carrier can provide.
FMCSA Safety Ratings and Evaluation

QIS tracks FMCSA safety ratings and provides long-term history of the SafeStat Safety Evaluation Areas for all tracked SafeStat Ratings motor carriers. Safestat ratings are provided with the intent the client will use them to identify carriers with safety issues and work with them to improve the safety ratings as required. To that end, QIS provides clients with the ability to specify preset limits that will trigger warning notices and/or carrier restrictions.

NOTICE
It is important to understand this data as these ratings are based on a peer-to-peer comparison, not a discrete specification of minimum performance standards. The warning, found on the Safestat opening web page,

is very important to read and consider when evaluating a motor carrier's Safety performance. For instance, it should be understood that a large motor carrier will tend to have relatively stable ratings due to it's overall size, while small carriers, with long-term good ratings, can be badly effected by even one accident. Additionally, the quality of the data can vary from State to State. It is for this reason, among others that use of the various safety data provided, without an understanding of the basis for the information, can lead to a misinterpretation and misuse of the rating values.
